The National Commission on Indigenous Peoples (NCIP) is a government agency in the Philippines that is dedicated to promoting and protecting the rights and welfare of indigenous peoples in the country. Established in 1997 under Republic Act No. 8371, also known as the Indigenous Peoples Rights Act (IPRA), the NCIP serves as the primary agency responsible for formulating and implementing policies, programs, and projects that empower and uplift indigenous communities. The NCIP's main objective is to recognize and protect the ancestral domains and rights of indigenous peoples, as well as preserve their cultural heritage and traditions. The commission works towards ensuring the participation of indigenous peoples in decision-making processes that impact their communities and advocates for their inclusion in policy-making at all levels of governance. One of the key responsibilities of the NCIP is the facilitation of the delineation and recognition of ancestral domains and the issuance of Certificates of Ancestral Domain Titles (CADT). These titles grant indigenous communities legal ownership and control over their ancestral lands, protecting them from encroachment and exploitation. The NCIP also plays a crucial role in the promotion of sustainable development in indigenous communities by supporting livelihood programs, skills training, and capacity-building initiatives. It provides financial and technical assistance to indigenous peoples, empowering them to become self-reliant and economically independent. Moreover, the commission actively works towards resolving conflicts and disputes involving ancestral domains and indigenous rights, providing mediation and support for the resolution of issues within indigenous communities and between communities and external stakeholders. Through its various regional and provincial offices, the NCIP works closely with indigenous peoples, civil society organizations, local government units, and other government agencies to ensure the effective implementation of policies and programs for the advancement of indigenous communities. The National Commission on Indigenous Peoples endeavors to create a more inclusive and equitable society in the Philippines, where the rights and aspirations of indigenous peoples are respected, protected, and celebrated. By advocating for their empowerment and strengthening their capacities, the NCIP aims to promote social justice and sustainable development for all Filipinos.
